The North-South expressway project is a prioritized national infrastructure project for investment during the 2017-2020 period. The total adjusted investment amount is 100.816 trillion Vietnamese dong, including 78.461 trillion Vietnamese dong from the national budget, with the remaining funds being sourced externally from the budget.
The National Assembly decided to switch to public investment in three North-South expressway projects: Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay, Mai Son - National Highway 45.
On the morning of June 19, with 443/458 delegates in favor, the National Assembly passed the above resolution, adding 23,000 billion VND in investment capital from the state budget.
Previously, explaining to the National Assembly, Mr. Vu Hong Thanh, Chairman of the Economic Committee, said that some opinions did not approve of the investment conversion of Mai Son - National Highway 45 and Phan Thiet - Dau Giay projects because These two projects have the most potential and feasibility to be implemented in the form of public-private partnership (PPP). Delegates are concerned that the conversion will increase public debt and imbalance in operating medium-term capital investment policy.
However, the National Assembly Standing Committee believes that the Vinh Hao - Phan Thiet project does not have investors who passed the preliminary round, so it is necessary to convert from PPP investment to public investment.
For the two projects Mai Son - National Highway 45 and Phan Thiet - Dau Giay, the National Assembly Standing Committee believes that the conversion to public investment is urgent to soon solve large traffic needs, due to connection with the gateway. the largest economic and political centers of the country (Hanoi and Ho Chi Minh City).
These two projects have had investors pass the pre-qualification round, but the participation rate of state capital is low, requiring large mobilization of non-budget capital, especially credit capital, so selecting investors can be difficult. difficulty. "Converting these two component projects to the public investment method will ensure a higher likelihood of success for the component projects," Mr. Thanh said.
According to the Government's report, the three above projects will start construction in 2020 and be completed in 2022. After completion, the projects will transfer rights to recover state capital and minimize the impact on public debt.
The remaining 5 projects of the North-South Expressway project will continue to be invested in the form of PPP. If the bidding fails to select an investor, the Government will report to the Standing Committee of the National Assembly for consideration and decision.
