At the end of 2019, the National Assembly pressed the button to pass the Resolution on the Feasibility Study Report of Long Thanh International Airport Construction Investment Project Phase 1, with a total investment of 4.779 billion USD. The National Assembly agreed to invest in building 1 takeoff/landing runway and 1 passenger terminal with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of goods/year.
The National Assembly assigned the Government to consider and decide the total investment of the project according to the provisions of law on public investment, construction, management and use of public assets and relevant laws, including costs. compensation, site clearance and ensuring that the total investment of the entire project does not exceed the total investment according to Resolution No. 94/2015 on investment policy of Long Thanh Airport Project.
The National Assembly also assigned the Government to select investors according to the provisions of law to ensure national defense, security, interests of the State, and interests of the Nation; ensure State management according to the provisions of law on civil aviation and use for military purposes.
Regarding capital mobilization plans, the National Assembly's Resolution clearly states: Using investors' capital; Do not use Government guarantees; Ensure progress, feasibility, efficiency, openness and transparency.
Agree with the Government's proposal to adjust the land area for national defense from 1,050 hectares to 570 hectares exclusively for national defense and 480 hectares for construction of aviation infrastructure for shared military and civil use, but the Resolution also Emphasizing that the management and use of shared areas shall comply with the provisions of land law and civil aviation law; Prioritize military activities when performing defense tasks.
Finally, the National Assembly also agreed to add two connecting traffic routes to the Project: Route No. 1 connecting to National Highway 51; Route 2 connects to Ho Chi Minh City - Long Thanh - Dau Giay expressway. Land recovery, compensation, support and resettlement are carried out in accordance with the law.
